Elwell then served in the Ohio legislature from 1853 to 1855 and was admitted to the Ohio bar in 1855, where he practiced law in Cleveland. After the outbreak of the Civil War, Elwell was appointed quartermaster, equipping the 2nd Ohio Volunteer Cavalry of Cleveland, the 3rd Ohio Volunteer Cavalry of Huron County, and the Sherman Brigade. Elwell was promoted to lieutenant colonel, serving as chief quartermaster of the Department of the South until February 1, 1864, less than a month before he signed this document.
